Does anyone know the best time to move a Winter Jasmine plant?

It's well established, about 5 years old.

I think most plants need to be moved around Spring but as this flowers in the winter I wondered if it was different.

Definitely not an expert, but one book says to take cuttings of winter jasmine in the autumn.

I should add that my winter jasmine seems to have disappeared -so not a good record

Does 'take cuttings' mean the same as rip it out the ground and bung it in a new hole?

lovingly extract if from it's position and carefully place it in a suitable location.
